Laggards are risk-adverse consumers, often waiting until
there is no choice.
The consumers of the new identity technologies are not end
users, but rather they are companies that leverage these technologies
to provide their end users with greater security and
functionality, which translates to an edge in the marketplace. At
an individual level, companies, websites, and developers are

and changes in infrastructure. The changes are primarily
technology choices, although there are some changes of philosophy
involved.
